Parliamentary rules require that Bill C-318 receive an endorsement from a Liberal cabinet Minister called a Royal Recommendation.
Despite having been tasked with the creation of a new benefit for adoptive parents since 2019, Minister Carla Qualtrough won't commit to providing the necessary Royal Recommendation.
Adoptive and intended parents should not have to keep waiting.
